We will discuss the many zoning issues that have affected our neighborhood in the last year, the NOCCA/Lasalle property, the DePaul property, Covenant Nursing Home, Johnny V.'s restaurant, Whole Food, and the American Legion Hall/Walgreens property.

The Upper Hurstville web site (upperhurstville.com) will be updated and improved to facilitate communication and to post all of the email notices sent out.

We also will vote on three new candidates for the Resident's Assoc. Board, Jay Seastrunk,  Sarah Weinkauf, and Rebecca Norwood

We will review security and patrol  issues,  potential changes to UH NOPD security detail, the 2012 parcel fee and the election to renew the fee for 8 yrs

CHANGES IN DEPAUL ZONING/ Master Plan

Our UH Zoning Committee has been very active and is doing an excellent job examining the negative effects of a potential DePaul property zoning change. This property is right in the middle of our neighborhood, and adjacent to Audubon Park.  Attached you will find the details. The Zoning Committee now needs your help.

The Zoning Committee asks that you write to our Councilmember Guidry and the City Planning Commission. Please tell them the Master Plan classification of the DePaul property as “Institutional” is not correct and should be changed to “Residential”.  

We also ask that you ask Councilmember Guidry and the City Planning Commission 

to create a new zoning designation that preserves the current DePaul campus, and which requires neighborhood, City Council and City Planning Commission input for approval of any new construction or additional uses.

 

Please contact Councilmember Guidry and the City Planning Commission BEFORE OCTOBER 30. Let them know what you think.

UPDATE FROM JIM MACPHAILLE ON NOCCA AND JOHNNY V'S. 
He will plan a meeting with the Zoning Committee and the UH Resident's Board in the near future.


Hey Karen and Bruce, 

As you know, we have been working tirelessly trying to get our condos on the park finished, our restaurant open, and the LaSalle school project underway. Here's an update for everyone on all our current projects that concern your group.
Audubon Condos:  My condos on the park will be completed by the end of next week and listed for sale with John Rareshide at Remax Realty on Maple Street.  I would invite you and any neighbors to contact me for an appointment to take a look at the finished product to get a sampling of things to come at LaSalle. I think they will be happy with what they see!
Johnny V's Restaurant:  The restaurant has been a challenge to say the least. As you know, I got involved in April to try to help Johnny get open. We have been working with ARNA on finalizing a good neighbor agreement and have obtained their support subject to some proviso's. Johnny already has secured 24 off-street parking spots without the Perlis lot, which is substantially more than the 9 spots required, but we are also still working on obtaining a formalized agreement with the Perlis family. If successful, that would give us an unprecedented number (40) of off-street parking places as well as 30 to 40 available on-street parking places even on a Friday and Saturday night at 8-9pm!  With the parking and the good neighbor agreement we have gained support from some of the people who were originally in opposition.   We are now awaiting a meeting with Susan Guidry next week in the hopes of gaining her support to finally get this restaurant open.  I believe we have talked with everyone on both sides of Magazine Street including neighbors, associations and businesses.
LaSalle School Project:  Finally, on the LaSalle front, it seems like we are now getting closer to a solution with the title issue that should make way for a closing to be set for early November. I wanted to see what would be a good time in the coming weeks to meet you and your group to go over the plan. It looks like we may be able to reduce the condo count from the 15 to 18 condos we originally discussed down to just 13.  We asked our architect to increase the size of the units to alleviate any concerns about density and parking.We are working on the site plan which shows the parking, pool and building layout along with the plotted lots on Webster with the three new houses. We should have the plans ready for review by the end of the week.

The UH Board would like to add that our adjacent neighborhood group, Audubon Riverside, is taking the lead in negotiating the comprehensive Good Neighbor Agreement with Johnny V.'s . It will cover much more than parking. It also governs trash in the neighborhood, delivery times, garbage disposal, hours of operation,  security, live entertainment, fencing, exterior signage, and procedures  to allow neighbors to effectively report problems to the management. 

The agreement will also govern the restaurant's relationship to UH.  We will send out a copy when it is finalized.
